1. To translate the Dashboard Widget, shown after the visitor signs up as a Vendor, please follow these steps.
Click to customize the Dashboard Widget.
Enable Multi-Language Mode:
Set the languages and the default language. After this step, the language switcher will be available for all users in the dashboard.
Of course, you can modify the default translations by clicking on Edit Translations.

This message is shown while the user waits for the approval to become a Vendor.

3. How to translate the Vendor Sign Up
The Sign Up does not have a direct translation at this moment. However, you can add direct text within the Widget itself to translate it.
